Another thing Todd needs to remember is his custody of Selkie is dependent on not stepping on the toes of the part of the government overseeing the Sarnothi refugee integration. He pulls too much on the Plo Quar thread and that might lead to Selkie being taken away from him

Those children would be classified as dangerous, regardless of the truth. They can shoot energy weapons from their eyes, do not have control over this power, and would be considered a threat to national security.
They could then legally be removed from their homes and communities for the safety of the nation. They could be taken away to an institution by the government and studied, potentially with no regard for their mortality, and weaponized. The government generally does not *want* to remove children from their families, but there are ways unfortunately.
I think I recall that Selkie likes to put fish oil on her unsweetened ice cream, and had a thought: furikake. I could totally see her going ham on that.
