I see it as he’s just not willing to see the Sarnothi become a ‘minority’, with all the baggage that comes with that. Right now they’re refugees, but what about in 10 years? 20 years? 100 years? We don’t exactly have a great track record of treating newcomers as equals, or even often as people. I see Then as trying to prevent that past from repeating itself by making Sarnothi ‘true co-habitants’ with their own powerful contributions to society, instead of perpetual refugees.
Oh, there is going to be such trouble. Then is acting like he’s a double agent, who has decided he need no longer hide his true allegiance. Avery assumes Then’s allegiance is to the agency and the nation they work for; he’s going to get his face mashed against how wrong that assumption is.
