I see it as he’s just not willing to see the Sarnothi become a ‘minority’, with all the baggage that comes with that. Right now they’re refugees, but what about in 10 years? 20 years? 100 years? We don’t exactly have a great track record of treating newcomers as equals, or even often as people. I see Then as trying to prevent that past from repeating itself by making Sarnothi ‘true co-habitants’ with their own powerful contributions to society, instead of perpetual refugees.

That said, even if aliens from outer space showed up and wanted to share their tech, is there any reason that would be worth suppressing? Other than, as you put it, “normal health and safety concerns”?
I can think of a few, mostly involving long time monopolies, and military tech. Giant companies, or even just individuals surpress tech they don’t control it and it threatens their own.
Just look at Edison and what he did against Tesla, when the latter invented AC current!
The level of tech the sarnothi bring, can and likely WILL render entire major industries obsolete, which will anger a lot of VERY wealthy VERY influential people who are not used to being challenged and not getting their own way.
Plus that’s not even scratching the surface of the military applications, anything the general public gets is ALWAYS AT LEAST one or two generations minimum behind what the military has access to.
Just the hover bike we saw, which is likely minor common sarnothi tech, is revolutionary enough to raise red flags.
That’s a reason why evil people might want to suppress new technology. Is there any reason why the rest of us might benefit from keeping things under wraps?
Even if you’re worried about economic consequences, the best way to avoid those is to ensure the new technology is phased in gradually, instead of all at once. Trying to prevent the technology from getting out at all just makes the consequences worse when you inevitably fail eventually.
It might not just be about the technology but about the technology being literally magic to the point that some sarnothi are wizards that they might not want to become common knowledge too soon… so they don’t get a “mutants/superhero registration act type scenario” on their hands.
We’ve already seen some people not be okay with the fact sarnothi spit poison, now add lasers to the mix.

There is a HUGE difference between “finding housing” and being seen as an equal.
Did you know that a fully educated doctor from another country cannot practice medicine in the US without redoing all of their certifications? On the surface that isn’t so bad, except in order to be allowed to do those certifications they have to take a US accredited medical program.
It is a long road from ‘integration’ to ‘independence’. Then’s plan is ‘independence.’ I just wish that he could have trusted Avery a little more with the details. I think Avery is a better man than his communication style would lead people to think.
