Minor typo, during Todd’s thought process, you put ‘that gy at the store’ instead of ‘that guy at the store’.
Honestly, I think a fair thing to do would be to call Avery and say they ran into someone at the store who saw/recognized Plo Quar, and then ask if he (Todd) is allowed to know more or if there’s any information that could be passed on to Selkie.
I was so ready to believe Avery was right around that corner, and that’s why he was saying it the way he was and his eyes were narrowing like that. But instead, Todd just has himself a think. That’s likely more realistic than Avery happening to be outside the shop to tell Todd in person he’s not allowed to say anything; I like that Avery is a human, and not omnipresent.
At this point, what he SHOULD do is contact Avery and tell him “Selkie and I ran into a Sarnothi at a store, who told us he’d seen …
Okay, just read Tannen’s comment and it says the exact thing I was going to.
Avery has to know this was bound to come up eventually, given the number of Sarnothi refugees on the surface now.
I still think that call Todd made to Avery after Scar’s visit was Avery assessing how much Scar had told Todd to see if it would be necessary for signing even more NDAs.
Avery is, I think, walking a really fine line here. He can trust (mostly) that the kids and their families will keep quiet about Echo ability but could Selkie be trusted to keep quiet about her own mother? I’m fairly sure that’s one of the big worries for Avery, especially if Plo Quar is in some kind of protection program.
Also in agreement with the two people above me.
Avery’s going to have to tell Todd *something* at this point.
There’s also the issue that while he can trust that the kids were honest about promising not to blab, he’s less sanguine that they won’t be careless.
Keeping secrets is hard; to do it effectively you need to install a mental filter in your own head that’s working 24/7 and checks every single thing you’re about to say and evaluate it against a surprisingly complex condition tree to see if it’s a potential risk and how to rephrase it.
Oh, for sure! Which is why the Echo thing might be touch and go for both girls but expecting Selkie to keep quiet about her Mom is a higher order of risk.
I like that Todd’s thinking about this before just emotionally reacting.

If Plo Quar is a revolutionary, bringing her and Selkie together would put Selkie in danger.
Wouldn’t Selkie be in danger already? There are already many people among the Sarnothi who know whose daughter she is.
The real risk would be to Plo Quar that “the enemy” might capture her if she’s known to be maintaining contact.
The second real risk would be if/when “the enemy” learns who Selkie is, they may use her to draw Plo Quar out – whether or not her Mom gets back in contact with her.
Just as well Selkie is clearly fine about the whole thing!
Of course, if she’s repressing her frustration, this might find a dangerous outlet Echo-wise.
