Given how powerfull echoes are it’s questionable how they could even be forced to do anything. You could put a dampen on them but then you loose the echo powers too.
From what we’ve seen so far it seems to be more of a social obligation put upon them, kind of a spider man “with great powers” thing.
IIRC, the Sar’Teri were VERY interested in retaining the Echoes, seeing as all non-Sar’Teri have been ejected from the city, except for the Echoes. Chances are any Echoes that passed through the farm ended up back in Sar Teri custody, and Scar only bothered with the supresser because Plo Quar was such a strong Echo.
Oh, Dave, I’m so scared for what might come next. I don’t wanna see Selkie become a Plo-Quar level echo. Nope, nope, not even to see her Raid-the-Boss -Endgame.
