Real Answer: at the time of the strip linked in the commentary, I drew Plo Quar with normal eyes because I hadn’t come up with the “eye fire” yet, and I chose to keep her eyes fireless in this current flashback for the sake of consistency since it’s referencing that earlier strip.
Making Up Crap to Explain Plot Holes Answer: Plo Quar already used a full Resonance connection to create Mister Stoney, and she doesn’t need to maintain the full connection to just animate the construct’s puppet-strings.

I wish Amanda would listen – not just hear – about what Selkie went though. Rather than seeing “freak who gets attention when I needed it”. But to see someone else’s suffering. And…Amanda got her happy ending dream of ” real” mom and dad. Selkie is still missing her mom and things are getting harder, not easier for her.

Should I be concerned that Plo Quar’s eyes aren’t glowing in this? I thought that happened whenever they used Resonance.
Selkie is being trained to control the glow. I suspect advanced users can control the manifestation.

You could also use: eye glow is water energy. Masters of the craft can focus all the energy into the task and not lose it on theatrics.
Maybe they need to find what emotion properly triggers it? Sometimes that works for powers. It might work for Selkie’s.
My thoughts exactly – those fond memories of her mother might help strengthen her resonance connection.
Maybe love would be a good trigger? Like her love for Todd seemed to have awakened it.
