My memory’s only coming up with short cuts and bald) but the single-syllable name would indicate that he’s the other half of Bohn Bohn’s mixed heritage. And since we haven’t seen any evidence of Todd being either bi, poly, or a homewrecker, I don’t think that one’s happening.
Gien has a pretty similar hairstyle, just flowier since we’ve only ever seen him underwater. So it might be a Jin’sorai thing? Given the only male Sarnothi we’ve seen with long hair have been Jin’sorai and they’re the only male Jin’sorai we’ve seen?
