This is probably the steps of integration + exposing humans to sarnothi tech to see if they awaken + normalizing sarnothi tech to make inevitable integration more palatable. Like I think Then is both self-serving and also intent on making sure the sarnothi people are protected, if that makes sense. Both ideas can be true

Like, Nuclear energy was first ‘introduced’ to the world’s public via the eradication of two cities, and then the more rational, boring people who figured out how to use it to make steam and generate power have an uphill battle to get folks to let them put nuclear power plants places.
If the world’s first introduction to EchoTech is “Rad! Hoverbikes!” it’ll be a little more palatable than if their first introduction is “Beam through a mountain”.
