He probably has history of using that stuff, likely with his family, giving him enough practice pouring it to get correct amount even without measuring.
Generally you only need a few drops. To clear the whole tank. At least before I remember from my 50 gallon tank it didn’t take a entire thing it was like a little dropper.
Back when I had an aquarium I used Tetra Aquasafe to de-chlorinate the water. As I remember, I only needed a tablespoon for each 5 gallons.
For a bowl that size an eyedropper would work.

Yeah, some advertising campaign will shortly be stealing that.
I wonder if this might be pre-diluted stuff? That might be why he’s pouring- might be filling a bowl instead of working with the tap water?
