Well, my previous theory has been pretty dang close so far.
That… Looks like the resonance dampener thing that was in Selkie’s bow. That would explain why Scar knew immediately what it was when it was shown when they were in Havei Jin’Suir (am I even spelling that correctly?) and makes more sense as to why it was so strong. It was really meant for Plo Quar all along D:
This might also explain why Pohl commented that he’d been hoping Scar *wouldn’t* recognize the dampener – it would mean that maybe Scar really was guilty of doing some of the stuff the rumors say that he did and I expect Pohl was wanting to believe the best about someone that he’s had to work closely with.
This also adds another layer to the whole Gien-and-Scar thing. It’s not just that Scar’s clan committed crimes against Gien’s clan in the abstract, SCAR HIMSELF actually turned in Jin’Sorai refugees, their sympathizers, and attempted to turn in a Jin’Sorai Echo. Gien’s still a jerk but, uh, I can’t really blame him for still having some salt for Scar given the circumstances.
Random thought: I wonder if Echoes can look at someone’s work (like the suppressor) and tell which other Echo created it? That might be another reason why Pohl was hoping Scar wouldn’t recognize it. Pohl maybe picked up the resonance from it and recognized who really created it. I need to go back and re-read the bit where Pohl is explaining to Gien about how strong that suppressor is.

If I ever screw up this badly, I hope I’ll have half Scar’s courage to lay my sins bare to people whose respect I value.

Anyone who holds innocent children responsible for the sins of the father can go kiss an eel. I don’t judge his hate of Scar, I judge his manipulation and abuse of Selkie due to her parents. And yeah sicking a doctor on her to “fix it” so she can be useful for him is gross. She is just lucky Pohl is a genuinely good person.
Pohl is good folks, and modest and humble. I hope that Ghien gets aten by Pants bigger brother or sister.

I think Leraje above in the comments is right – Plo Quar didn’t make that suppressor for Selkie. Scar made it for Plo Quar. And she put it on their daughter. Oh, man. 🙁
I don’t think that’s likely, primarily because Pohl also commented that Plo Quar used ‘herself’ as the baseline — that she made it.
You know how gripping the story is when you find yourself hoping that the writer/artist had a great holiday and will be back Monday. Which is what I hope for Dave.
