I mean, just because he says that doesn’t mean anything. Although I’m sure at this point Brown would have just said it was classified or something. Or maybe he’s directing Todd to someone that can talk to him.
I don’t think Then is that bad. He gets a bad rap.
Could also be that he avoided asking about it or learning about it. Purposeful ignorance can work wonders sometimes. If it isn’t his job to wrangle her he might not want to know, especially if his job is dealing with people who do want to know.
I disagree with Todd. Had a sadist of a dentist and have had the experience of an un-anesthetised root canal. I’d rather deal with Then.

Let’s keep in mind the possibility that Avery might well have limits on what he is allowed to tell Todd.
It’s also possible (although I concede, unlikely) that Avery genuinely doesn’t know.
I don’t see him plain lying to Todd like that. I think he’d give him a “thats classified” or “nothing I can tell you” instead of “never heard of it”.
In this particular case, saying “That’s classified” would be tantamount to confirming Todd’s suspicions,
