I think so. Maybe his train of thought is that it was supposed to give her Echo abilities when it is turned on, but because it wasn’t built correctly, it only works when it’s off.
Sounds solid to me, and not just for 8/9 year olds. I have been in houses where the light switches had been installed upside down (flip DOWN for on and UP for off) and also where the hot and cold water taps were reversed.

…after one night at a bed-&-breakfast in Ontario, a guest came downstairs to complain to the host about his shower last night. It seems that both handles were labeled “C”, & when he turned the right handle, he got COLD water, but the left handle gave HOT water.
The host proudly explained that while one handle was “C” for COLD, the other handle was “C” for CHAUD…
…which is French for HOT…
…because they’re a bilingual nation.
There are entire countries where the light switches are what I think of as upside down, but hot and cold are, I think, a truly global standard, and getting them wrong is a safety issue. (People can burn their hands thinking they’re using cold water.)
I really doubt Tehk has thought this through beyond attempting to hold something over Amanda’s head to possibly use against her.
I still see this as going one of two ways. Either he finds out the truth, freaks out, and tells everyone; or he finds out the truth, freaks out, and eventually someone is going to have to explain why he’s terrified of Amanda. Remember the teasing respect he gave Selkie when he found out her eyes glow? Remember how he teased Amanda for wanting to learn how to use Echo “powers?” Think how poleaxed he’ll be when he finds out Amanda really *does* have Echo ability. Now think about what his most likely reaction might be to that.
No matter what, this doesn’t end well unless the girls can figure out something exceptionally creative to throw him off.
I should have clarified: His teasing of Amanda was outright mockery at her being so “stupid.” She hates that more than just about anything. If he pushes her far enough he could very well find out how wrong he is about everything.
He might just think it’s just redirecting her power. That Selkie is still the one using the lasers, but sending it through the barette. A cheap and inefficient trick, nothing more.

Depending on how much he actually understands about the tech, he may just think she wired the power switch backwards. It’s a thing.
