That or speaking informally would be my guess. Many languages (including, it could be argued, English) have different formal and informal modes.
The specific choice of accent seems to be a more “lazy” version of the language. Probably akin to the “Idiot from Osaka” trope in Japanese shows using a southern accent to relay similar cultural standings.
The lady in question is likely a worker, blue-collar, and unrefined by social standards. Given her treatment of her son and her preference for tradition, there’s fair evidence for it.
She’s a rancher, and fairly stereotypical in such. The accent is based on informal/unrefined speech, and it happens in most places that the working class speaks a language built on different usage.
I am liking this arc so much, though I can’t help but wonder about Todd, with all this non-English conversation leaving him high and dry.

Do they trade with the surface? With the government? Sarnothi kelp farmers and the like, especially with differences in marine animals and aquatic technologies to go with it, would likely be a fair way for the community as a whole to gain some capital traction. For the benefit of integration (or of self-sustenance), I could certainly imagine the government helping put that into place for them, and acting as a distributor.
