In the first frame the commander tells Buun, “Get EVERYONE mobilized”.
There are several people on that ship. Not just the commander and Buun and the Elder.
Now, whether this is just simply a bunch of refugees trying to get away from the dictator, or whether this is a bunch of escaping echoes that have been arrested because they were not helping the dictator – that we don’t know yet.
My vote is for refugees. If it were echoes they wouldn’t have needed to kidnap Selkie.
Unless those Echos are injured and none specialize in healing, which is why they took Selkie (thought she was an apprentice healer).
My money’s on prisoners. The way that Then seems to be saying “cargo” and that the pursuers were willing to risk a Political Incident to open fire hints at prisoners that the current dictator of Sarnoth doesn’t want to let go, or possibly admit to having. And there’s also the fact that a highly trained Echo was on board, the pursuers knew about him, but weren’t that WORRIED about him until it was clear his Echo abilities weren’t suppressed any more, well…
