As for Giselle being more concerned about “winning” than how Lynni is doing, I think Lynni isn’t going to like that…
No bully, at any social level from schoolyard to police officer, ever looks in the mirror and sees themselves as the “bad guy”. Everything they do is justified to their own thinking.

I have a kid that age, and yesterday he wasn’t allowed to play on the computer while we ate dinner, because he snacked at a friend’s house 30 minutes earlier.
He was first pissed off at me, for being a jerk by not letting him play. Then when I told him, that he knew he had to eat dinner an hour after he went to that boy’s house, he just replied: “Yeah, but his mom asked me if I wanted some snacks too”.
As if she was supposed to just not offer him anything, instead of being a good host and offer the guests some beverages and/or snacks as well.
But at least now he learns the lesson *why* he isn’t allowed to have snacks/candy an hour before dinner: it ruins his appetite, and it won’t let him play while we eat :p
Probly Hinoron is correct, but the other possibility is something to do with the Trunchbulls’ parenting. They may care more about who started it, even if Truck is an only child. I can picture them watching the news and have something bad happen to some person or group the Trunchbulls do not like, and his parents snidely saying “well, if they didn’t want this to happen, they shouldn’t have started something” placing blame on the victim.

Soccer players are famous for bouncing balls off their heads but a soccer ball is a lot softer than another players head. A ref wouldn’t take too kindly to players headbutting each other.
If done right a headbutt can be very effective, but it’s risky: A misplaced strike can cause greater injury to the person delivering it than to the person receiving it.
To be honest, I think they all should, too. It’s no fair Selkie’s been the only one that had to take a timeout. (Plus the meanies would all be gone from school anyway. :P)

Not to mention, the way Giselle throws Heather down, Heather could easily have hit her head on the pavement hard… I mean “serious concussion” hard. First Selkie, now Heather… Mrs A is teacher enough, and mother enough, to be very upset that this little gang of monsters sent one of her students to the hospital, and now almost did the same to another one.
Dare I hope that Mrs A goes on a crusade (or is that a jihad in her case?) in the school administration and the PTA against the Trunchbulls and the spineless headmaster? One, perhaps, that is enough to bring Todd´s opinion of her around again?
She would not be alone. The problem is, said spineless headmaster still has the power to fire her before she can get very far. (Although the second Agent Brown steps in, things are going to change a LOT. I’m rather surprised that he hasn’t shown up already. I’m sure he’ll be here the instant he hears it’s starting again.)
Also: While Selkie´s dad is more or less nobody, compared to Truck´s dad, the same isn´t true for Heather´s dad – who is rich, and also the son of a rich man whose granddaughter now almost got seriously hurt because Headmaster Hobbitbrain doesn´t gives a bunch of little monsters free reign at school. And Heather´s mom is quite the firebrand herself when you get her angry (as Heather herself did with the shirt incident). That´s got to be something of a counterweight to the Trunchbulls.

You’re like those people who sit in the back of the movie theater loudly deriding a film that other people are trying to watch in peace. Sorry, I was sidetracked. Just because Dizzy disapproves of characters solving their problems with violence doesn’t mean Dizzy hates the entire story, so don’t jump to conclusions.
Don’t worry Dizzy, they’re probably all going to be in trouble, so you can feel better in a few pages when school policy agrees with you.
