The more I think about it, the more I feel that Grandpa Theo is going to becoem far more integrated into the Sarnothi/Human liaison than he is now. Consider:
Early on, he was the only one who noted that country of origin had been redactedout of the adoption paper-work.
He has been one of the important moderating influences for Selkie, Amanda, Andi, and Todd.
His use of his workshop to teach the girls, not just practical skills, but important attitudes as well.
His acceptance of his grand-daughters’ echo powers and his ability to keep quiet about them. Then deliberately forcing Agent Smith into bringing him on board after the wedding incident.
Finally the use of the farm as a training facility.
What are the odds that Theo gets promoted in the CIA over Todd; just to give Agent Smith a better chance to keep the girls, and their father in line?
Maybe we’ll see her again, maybe we won’t. But at the time she didn’t seem particularly plot-important, just an example of the sort of issues that refugee-handlers have to deal with. Last we saw, they seemed to be adequately prepared, so the egg is probably okay.
