Avery was trying to talk around a man that browses conspiracy websites because he believes they’re true, of course he figured it out. Grandpa Theo ain’t no dummy.
Location might matter. I don’t know how well Sarnothi would do in an arid environment, but I am guessing poorly since they are an aquatic species. They also might want to keep them in the great lakes region. Setting something up on state or federal land for echo training might draw a lot more attention than a family’s farm, especially since that family is now related to two echoes (grandchildren/grand-nieces). Selkie and Amanda also need a place to train too. While Selkie might not draw as much attention visiting Sarnothi, Amanda might. This might be along the lines of two birds, one stone.
As for why they suddenly need training areas for echoes, I don’t think that they have ever encountered an echo child until Selkie. All the echoes that we have been introduced to so far have been trained adults. I would think that if there had been an echo child in the area, they would have introduced them to Selkie. Now they have several that were possibly kept as war prisoners and may be orphans. I don’t know about you, but I definitely wouldn’t trust the ability of a child who has probably gone through very traumatic experiences and probably not much training to have that much control over their abilities. You could probably get away with something simpler for a trained adult to work inor practice.
On that note, they also might want to avoid anything that looks prison-like or contained for the rescued echo refugees. I don’t know exactly what type of space the Sarnothi had been keeping them in, but it could be possible that current facilities are too similar to those conditions. A former farm might be different enough, and less busy, to give them time to readjust. Since the whole refugee crisis is relatively new and was unexpected, I am sure that there has been a lot of shuffling around trying to find room to deal with it all. Processing areas would probably be relatively temporary after dealing with the initial massive influx and sorting everyone into housing. Echo training facilities would need to not be temporary though, especially with the new community of Sarnothi and the possibility of new echo children being born in both the Sarnothi and human populations.
And that’s BEFORE we get to Then’s plot. Beyond that there is the fact that most Americans there have very limited knowledge of how Sarnothi actually are. Forget what echoes are. Most land-faring echoes tend to keep their powers under wraps because humans typically aren’t aware of the powers existing and would be spooked by them. See Andi when Amanda first awakened. The simplest way to deal with untrained and perhaps mostly restrained echoes would be on property of someone who at least knows what an echo who has to deal with restraints looks is like. It also adds connection to both Pohl and Scar without too much hassle. Something that also helps Then’s plans.
Why do I think this is going to be when Plo’Quar inserts herself into the story?
Dave, I’m worried that you may be setting yourself up for burnout. If you need to change to twice-a-week updates for a bit, I don’t think anyone will mind.

Well duh.
Make the goons in suits pay for everything and charge them exorbitant rent.
To house the poor refugees of course.
“All that the traffic will bear.”
Take the rubes for everything you can get, because you’re about to lose that property.
Started reading this a couple days ago. Am now caught up. Wonderful, wonderful comic. I loves it.
Wood might be soft compared to stone, but it’s a lot harder than any plant you’ll find underwater.
I really do have to ask “Why”. Surely there are multiple locations already that echo refuges could be placed at.

I second this, take care of yourself!

Avery is clearly very used to clueless people where he can easily have the upper hand.
Avery is used to people who aren’t paying attention / aren’t certain they can understand things like this.
