Yeah, what that statement implies… I suspect more and more that Plo Quar’s thought process when she made Selkie’s bow was to keep her from being used as a weapon, and this scene makes me think she probably had VERY good reason to think Nei Li would be if her powers were known about. And probably an equally good reason not to bring the daughter she knew was an incredibly powerful Echo with her.
(She seemingly lives in Milwaukee, given her first background appearance, but given she’s clearly under government supervision… a picture is forming here.)

What really concerns me is the phone call he made right before he went to this meeting. I really hope that “Ma’am” isn’t Plo Quar, but I’ve got an awful feeling it is. Which would mean Selkie’s Mom is also part of this … arrangement.
I’m wondering (a) what Scar’s response to this is going to be, and (b) whether Then accounted for that in his preparation, to provide an Offer You Can’t Refuse.
‘Cuz otherwise, yeah, he might just be dead here, and I wouldn’t blame them. But there may yet be some level of “if you kill me, parts of this plan go ahead anyway, and you lack the knowledge to do anything useful about it.” (e.g. “if you try to change the situation, all that will happen is the echoes already captive will die / get hidden better / get tortured instead of being merely enslaved / etc.”)
Ohhhhh boy. Sounds like Scar was right on the money. Seems Then Realpolitik-ed a little too hard and ended up sacrificing his integrity for the sake of gaining an advantage for his people, losing sight of what was important in the process.

Then, Then, Then, I WANTED to like you, but even being a snark factory can’t save you in my eyes if you’d be willing to plunge the whole planet into a potential WW3 AND throw children to the Frenzy all for the sake of whatever insanity you’ve got in mind.

That’s what I’m thinking. I don’t know if Then is aware that Scar is probably Selkie’s father. Whether or not he really is (I think he is), he’s got excellent reasons to believe that he is. Then had best be VERY careful with where he goes from here. “The Farmer” isn’t likely to have any qualms about doing something drastic to him – especially if his daughter is at risk – and Scar’s already straight up said he already knows he’s going to hell for what he’s done, he’s not adding to that.
My take on all of this… Then never had the girls on the table, per se. Perhaps when they were adults, he would recruit them. Probably only starting with Selkie but then Amanda broke through on her Echo talent. And Then has been always looking for a way for Echo ability to be taught. And now that it is shown that Humans can be Echoes as well. So Then , being the frankly ruthless SOB he is, is letting them think the girls were on the table since he can ‘give up’ that point for their help.
So while Then is not a good guy by any means, he is not quite the beast that he is appearing to be. He is a ‘patriot’ for the sarnothi people, tho he is working with a rather limited resources. Now I might be totally wrong, given what I have seen in my times with government and military. Just hope this world is a wee bit better than the real one is all!
Scar’s response has me wondering whether he’d opt to break his oath, knowing the consequences for doing so, if it meant possibly putting an end to an act he found to be evil, like forcing echoes to manufacture weapons. I could honestly see him doing it as a way of trying to atone for his past.
