The only consolation I’m getting right now is that Dave is making this a story about Selkie and not about the Sarnothi War. There’s going to be overlap because of who she is and who her mother is, but it’s not (I think) going to be a primary focus of the story.

Exactly. There’s clearly some kind of agreement in place between the USA and the sarnothi; that law banning commercial fishing in the Great Lakes, for example. It is reasonable to assume that it involves recognizing sarnothi sovereignty *in* the Great Lakes. It is even reasonable to assume it involves recognizing their air rights *on* or directly *above* the Great Lakes.
