I think the context of the cut-off transmission is an adequate indicator of where the beam went.
Given that these Sarnothi want to defect, They probably don’t want to take a chance on accidentally blowing up the mainland, and and the pursuers are a fair and appropriate target. Those folks are only guilty of wanting to leave an oppressive regime, and were the ones triggering the fire, after all. or at least diirecting it.
