I wouldn’t necessarily call him that. He’s very composed and not being violent or aggressive at all. It seems like he would be very willing to have peace talks and perhaps even compromise if we’re lucky. He seems sane at the very least and isn’t mad with power. He just kinda seems like the neutral type. Very… stoic.
Except that he’s basically saying that by sheltering the refugees, the human governments are continuing the battle. And that if they aren’t going to give them back, they might get attacked themselves.
He hasn’t explicitly stated that, we’ve just inferred it from what we think he’s implying. All he’s said so far is he’s aware the government has sheltered the refugees and that we chose the wrong side. The ‘sometimes’ comment makes me believe that he may be attempting to offer us the chance to reconsider who was right and who was wrong in the war.
I forgot Professor Trunchbull had had dealings with the Sarnothi before… I don’t imagine he’ll be a staunch defender of the exiles and refugees though…
He’s probably going to be on the side of “They’re apex predators, they’re going to kill us all if we don’t kill them first (refugees and loyalists both),” given some of the comments he’s made to Todd.

It’s both. Historically the Sar’Teri are the soldiers/law enforcement and the laborer roles in society. They’re the “blue-collar” clan in a way. Emperor Cern is choosing to emphasize one attribute over the other in calling his clan the Builders.

They wanted blood for blood, which is wrong. The fishermen were stupid and should have realized the creature they gutted was sentient, but their actions and stupidity do not speak for their entire race. Her clan wanted to respond with violence and bloodshed… I don’t know why the other clans sided with them? Now, the innocents among their people don’t need to be punished either, that’s also wrong… but I’m not gonna say this guy is pure evil yet. If anything he seems fairly indifferent to humans and wants to keep the peace between the two species.

Just occurred to me: Does Jin’Suir even know what’s going on right now? I highly doubt they’ve got some kind of underwater television receiver to keep tabs on what’s going on topside, and equally doubt that they have a line of communication with Sarnoth. Did they even hear about the sky beam a couple days ago?

I recall it being mentioned that Scar was involved in some kind of slave uprising. Is that his plan? Everyone who left will return as a slave? What about people like Carrie and Scar himself, who abandoned Cern’s own clan? Will he want them to suffer harsher punishment?
I… really hope he’s not leading up to mass slavery/executions.
